Climate Action Planning - Climate Change Working Group
Since 2000, Chula Vista has been implementing a “Climate Action Plan” to address the threat of climate change to the local community. Over the past 3 years, the original Carbon Dioxide Reduction Plan has been revised to incorporate new climate mitigation (2008) and adaptation (2011) measures to strengthen the City’s climate action efforts and to facilitate the numerous community co-benefits such as utility savings, better air quality, reduced traffic congestion, local economic development, and improved quality of life. The Climate Change Working Group (CCWG), which is comprised of residents, businesses, and community organization representatives, helps the City in developing climate-related programs and policies.
Climate Mitigation
In 2008, the CCWG reviewed over 90 carbon reduction measures and ultimately chose seven measures to recommend to City Council. The measures, which were designed to reduce or "mitigate" climate change impacts by reducing greenhouse gas emissions within Chula Vista to 20% below 1990 levels, are currently being implemented by multiple City departments.

Climate Adaptation
In 2010, the CCWG evaluated the potential impacts from climate change on municipal infrastructure and services and recommended strategies to "adapt" to these potential impacts. The City of Chula Vista was one of the first jurisdictions in the nation to pursue climate adaptation planning.

San Diego Regional Climate Collaborative
The City of Chula Vista was a founding member of the new San Diego Regional Climate Collaborative (SDRCC), which is a regional forum for public agencies to share expertise and leverage resources to facilitate climate action planning.

San Diego Bay Sea Level Rise Adaptation Project
With sponsorship from the San Diego Foundation, the City of Chula Vista was co-chair of an effort to work with neighboring jurisdictions and stakeholders to identify how forecasted sea level rise scenarios in San Diego Bay could impact the Chula Vista community and other bayfront areas. With the information gathered, the project developed climate adaptation policy recommendations for each jurisdiction's consideration to increase their community's and the broader San Diego Bay region's resistance to sea level rise impacts. ICLEI-Local Governments for Sustainability provided administrative and technical support for the project.
