Open Space Fiscal Year 2012-2013 Budget
The
Open Space Section is responsible for the administration and management
of ecological preserves, as well as erosion control and scenic landscaping,
in the City.
The Open Space section administers and maintains 36 Open Space Districts and associated zones that have been established over the last 30 years. The districts were established in conjunction with private development to ensure financing for perpetual maintenance of public open space areas. The City levies annual assessments from property owners to pay for the costs of landscape maintenance of the open space areas.
Annual assessment increases are limited to the lower of two separate, published inflation factors: the San Diego Metropolitan Consumer Price Index (CIP), and the Governor's California 4th Quarter per Capital Personal Income Index. As fixed costs such as water increase greater than inflation, expenditures for other items often need to be reduced or eliminated to remain within budget (such as reducing the frequency of tree trimming) unless an assessment increase is approved by vote of the property owners pursuant to California Proposition 218 (which places restrictions on property-related fees).
Open Space areas provide the public with active and passive recreational opportunities, scenic enhancement along landscaped parkways, and buffer zones to protect public and private lands. Open Space Preserves are managed under Chula Vista's Multiple Species Conservation Program (MSCP) Subarea Plan and protect endangered plant and animal species.
