Planning for Revitalization in Key Areas
Redevelopment & Housing works closely with other City departments to ensure larger "catalyst" projects and employers are brought to Chula Vista. Efforts focus on key corridors or areas that have high opportunity for revitalization.

H Street Corridor
H Street serves as a major comercial and office corridor connecting the undeveloped Bayfront with the historic Third Avenue area. With several large property owners and expansion interests, as well as potential for redevelopment of the Chula Vista Center. H Street provides tremendous opportunity for revitalization.
In early 2008, the H Street Corridor, as a smart growth and transit focus area, was one of three project areas selected by the San Diego Association of Governments (SANDAG) for a Smart Growth 3-D Visual Simulation. Through the simulation, the City will be able to provide a three-dimensional, conceptual visualization of adopted planning principles in the Urban Core Specific Plan and the City’s General Plan. Being able to visualize a plan helps one to better understand building massing assumptions, the integration of frontage property appearance, and pedestrian access along the Corridor. Anticipated completion of Chula Vista’s model is expected by June 2009.

E Street Transit Focus Area
The E Street Transit Focus Area (TFA) is a critical catalyst location for strategically "kick-starting" redevelopment of western Chula Vista, and is one of three TFAs designated by the General Plan Update to allow for the greatest densities and heights in the City.
Neighborhood Improvements
One of the priorities of Redevelopmetn & Housing is to ensure that families have safe and adequate housing and infrastructure that transform communities into cohesive neighborhoods. Over the past year, Redevelopment & Housing has partnered with the City to secure and dedicate millions of dollars in funding toward neighborhood improvements in Southwest Chula Vista.
Castle Park Improvements
Redevelopment & Housing staff secured $10.3 million in federal grants to improve infrastructure such as streets, sidewalks, drainage, and public facilities in the Castle Park area over the next several years.

Palomar Gateway Improvements
The Redevelopment Agency provided $500,000 to match the $2.1 million SANDAG Transit Oriented Development grant for traffic calming, landscaping, and streetscape amenity improvements along Palomar Street, Industiral Boulevard, and the Palomar Trolley Station.
Safe and Affordable Housing
Los Vecinos Affordable Rental Apartments
Los Vecinos is a new affordable housing development at 1501 Broadway, providing 41 families with affordable rental units. The project, developed by Wakeland Housing and Development Corporation, eliminated a blighted vacant motel that had been closed for years due to a high number of crime calls and code violations. The development includes several energy-efficient "green design" features, including rooftop solar panels to generate at least 90 percent of the building's energy. Redevelopment & Housing is a key partner in the project; $5 million in low-moderate housing redevelopment funds were allocated to the project.
