General Plan Update
-Committees

The advisory committee structure created for the General Plan Update included an overall Steering Committee, and three subcommittees tied to major topic areas of the update:

  1. Economic Development Subcommittee
  2. Environment, Open Space and Sustainable Development Subcommittee
  3. Infrastructure and Services Subcommittee

    The committee structure provides a means for ongoing involvement in the General Plan Update by key interests, members of City boards and commissions, and residents, in addition to other means provided for public input.

    General Plan Update Steering Committee

    The Steering Committee was an oversight group of 13 members representing key stakeholder groups in the community, including residents from each of four major geographic sub-areas in the City, and a member of the Planning Commission. The Steering Committee also included a representative from each of the three General Plan Update Subcommittees. The Steering Committee had a key role in preparing the Land Use and Transportation Element.

    General Plan Update Economic Development Subcommittee

    The Economic Development Subcommittee’s primary role was to assist in identification and discussion of issues and concerns, opportunities and constraints, and key values and objectives related to economic development and fiscal considerations for the General Plan Update. The subcommittee included all members of the City’s Economic Development Commission (EDC).

    They will also reviewed information from General Plan related studies, including the City’s Economic Development Strategy, and had a key role in preparing the Economic Development Element .

    General Plan Update Environment, Open Space and Sustainable Development Subcommittee

    The Environment, Open Space and Sustainable Development Subcommittee’s primary role was to assist with identification and discussion of issues and concerns, opportunities and constraints, and key values and objectives related to environmental and sustainable development considerations for the General Plan Update. General Plan study topics for this subcommittee included environmental baseline studies, natural systems and biology, water supply and conservation, energy, solid and hazardous waste and air quality, and The Subcommittee had a key role in preparing the E environmental Element

    The subcommittee included all members of the City’s Resource Conservation Commission (RCC), representatives of regional environmental groups and sustainable development interests, a member of the Otay Valley Regional Park Citizens Advisory Committee, and a member of the Chula Vista Nature Center Board of Trustees.

    General Plan Update Infrastructure and Services Subcommittee

    The Infrastructure and Services Subcommittee’s primary role was to assist with identification and discussion of issues and concerns, opportunities and constraints, and key values and objectives related to infrastructure and community services considerations as they relate to the General Plan Update. General Plan study topics for this subcommittee included transportation, all City services, schools, the water system, health and human services, and cultural arts and this Subcommittee had a key role in preparing the Public Facilities & Services Element and the Growth Management Element.

    The Subcommittee included all members of the City’s Growth Management Oversight Commission (GMOC), and representatives of the Chula Vista Coordinating Council, and the City’s Cultural Arts Commission, Housing Advisory Commission, and Parks and Recreation Commission.
