Report Graffiti on Private Utilities

Goal
To provide graffiti eradication services to residents so they can live in a city free of graffiti.  This program is based on obtaining permission from residents and businesses to allow City crews to remove graffiti on their property "at no cost" so they won’t be inconvenienced with removing graffiti themselves.

Graffiti Abatement Program

In the on-going battle against graffiti, Chula Vista has implemented a new policy, projects and weapon for the graffiti abatement program.  Both are designed to take the sting out of being a graffiti victim by providing a free removal process for residents and businesses targeted by taggers.

The new policy speeds up the process for getting rid of graffiti in our neighborhoods.  As soon as the graffiti is reported, the City asks the property owner to sign a consent form.  Once that permission is granted, a City crew will remove the graffiti-- at no cost to the property owner --within 48 hours.  The consent form remains on file, and if the vandals strike again, the City will be able to take immediate action.  Property owners who prefer to do the job themselves, without help from the city, must take action within 48 hours. 

Two new programs "Buff A Block" and "Art On A Box" are designed to be fun and educational activities, by inspiring civic responsibility, community pride, spirit camaraderie, and to provide an opportunity to accomplish something positive by beautifying the community. The new weapon to improve our fight against graffiti is a special graffiti truck.  This special truck allows crews to provide color-matching paint on the scene.  By using the right shade of paint to blend with the original color of any surface, graffiti becomes virtually undetectable.  Once the crew creates a custom color at a particular site, staff has the option of leaving a gallon of this custom paint with the property owner to use in case of reoccurrence. 

Only through a cooperative partnership with the residents of Chula Vista can we succeed in eradicating this problem.

To report graffiti for removal, call the Graffiti Hotline at (619) 691-5198. The 24-hour Graffiti Hotline is the vital link between City staff and the residents of Chula Vista. Residents and businesses may report graffiti or request assistance with graffiti removal at this number.  If you witness any acts of vandalism and defacement of public or private property, please call 911.
