Kelley K. Bacon is Deputy City Manager at the City of Chula Vista. She has more than 20 years of experience in the public sector. As Deputy City Manager, she oversees five city departments, the city’s continuous improvement program, the agenda process, and is the lead negotiator on behalf of the City/management.
She led negotiations with employee groups to implement pension reform that provided immediate savings of $6 million a year; implemented automation efforts for payroll, training, hiring, benefits, and other operations; and promotes innovation through technology to improve access to city services. She has moved up the ranks in the Human Resources department and before assuming the Deputy City Manager position, served as Director of Human Resources and Information Technology.
Bacon’s career in municipal government also includes serving in human resources positions at the County of San Diego and Mesa County in Grand Junction, Colorado.
Bacon has a bachelor of science degree in Organization Management/Human Resources Management from Colorado Christian University and a master of science degree in Human Resource Management and Training from University of Leicester. She participates in a number of professional organizations including International Personnel Management Association, Society for Human Resource Management, California Public Employees Labor Relations Association, National Public Employees Labor Relations Association, City County Personnel Association and City County Assistant/Deputy City Managers.
