Mission Statement

The City Attorney's Office mission is to provide legal advice and support to the Mayor and City Council, City departments, and City boards and commissions; represent the City before judicial and administrative agencies in civil litigation proceedings; and prosecute a misdemeanor violations of the Chula Vista Municipal Code.

Overview

Bart Miesfeld was appointed as City Attorney by the City Council in December of 2008. Bart Miesfeld, who specializes in litigation, has been practicing as a municipal attorney with the city since 1998.

His areas of expertise include: all areas of litigation and trial practice in both State and Federal Courts; Brown Act, Public Records Act, municipal liability; police misconduct and civil rights; engineering/construction law; Government Tort Claims Act and liability; and employment and wrongful termination liability.

In 1986, Mr. Miesfeld earned his law degree from the California Western School of Law where he graduated with highest honors, Magna Cum Laude. Miesfeld completed a post-graduate Program of Instruction at Harvard Law School in 1998 with an emphasis in Torts and Civil Procedure. He is a past delegate to the American Bar Association and has served as a judge pro tempore in the San Diego Superior Court.

In addition, the City Attorney's office is staffed by five full-time attorneys and four administrative and support assistants
